What Google actually requires

Four things, and only the first is about having a banner at all.

    The certification is about the integration rather than about a panel appearing on screen. A banner that blocks Google’s tags without passing consent signals satisfies neither the requirement nor your own interest in keeping measurement.

What happens without one

Nothing dramatic, which is exactly why it goes unfixed for months.

  1. Personalised advertising features are limited

    Google can restrict personalised advertising for the affected traffic. There is no fine and no takedown, so nothing forces the issue: the account simply reaches fewer people than it used to and the change is easy to attribute to something else.

  2. Measurement degrades quietly

    Without consent signals arriving, conversions from visitors who declined disappear from reporting entirely rather than being modelled. Revenue looks unchanged and the reported return on ad spend falls, so campaigns get cut for a reason nobody can see.

  3. The warning outlives the fix

    A site that installs a certified CMP on its main domain and forgets a second property keeps the warning. This is the most common version of the problem and it is a five-minute audit of which domains actually send traffic to Google.

Questions about the requirement

Is a Google certified CMP a legal requirement?

No. It is a condition of using Google’s advertising products for traffic from the EEA, the UK and Switzerland. The requirement exists because of the Digital Markets Act, which constrains what Google may do with data across its services without consent, but the obligation on you is contractual rather than regulatory.

What happens if we ignore it?

Google can limit personalised advertising features for the affected traffic. That shows up as reduced reach and degraded measurement rather than as a penalty, which is why it often goes unaddressed: nothing breaks and nobody sends a letter.

Does installing any cookie banner satisfy it?

No. The requirement is about integration with Consent Mode, not about a panel appearing on screen. A banner that blocks Google’s tags without passing consent signals leaves you non-compliant with the platform rule and worse off on measurement than if it passed them.

We already have a CMP. How do we check?

Look at whether your vendor appears on Google’s published partner list, and check that Consent Mode is actually sending signals rather than that the banner merely blocks. Then audit which of your domains send traffic to Google, because a forgotten property is the usual reason a warning persists.

Does the certification cover all our domains?
