The IAB Transparency and Consent Framework
TCF is a framework run by IAB Europe for passing consent signals through the programmatic advertising supply chain. It exists because a publisher selling inventory through hundreds of downstream vendors needs a machine-readable way to tell all of them what a visitor agreed to. If you are not selling programmatic inventory, you almost certainly do not need it.

What the framework involves
These are the framework’s own requirements on a participating publisher, not legal obligations.

Google Consent Mode, which is the signal most sites need
Consent Mode is what carries the answer to Google’s advertising and analytics products, and it covers what most advertisers actually run. It is a different mechanism from TCF and it is the one a non-publisher is looking for when they arrive here.

What people get wrong about TCF
Believing it is a legal requirement
It is an industry framework administered by a trade association. No regulation requires it, and a site with no programmatic advertising gains nothing from adopting it except a more complicated banner and a longer vendor list to present.
Confusing it with Google Consent Mode
They are different mechanisms solving different problems. Consent Mode carries an answer to Google’s own products; TCF carries a signal through a chain of independent advertising vendors. Most advertisers need the first and never touch the second.
Missing what the 2024 ruling changed
The Court of Justice held that the TC String is personal data and that IAB Europe acts as a joint controller for it. Adopting the framework therefore has data protection consequences of its own, which is the opposite of the risk-reduction it is often presented as.

Common TCF questions
Do I need to use TCF?
Almost certainly not, unless you are a publisher selling advertising inventory programmatically through vendors that require it. It is an industry framework rather than a law, and adopting it adds a vendor list and a taxonomy to your banner without making an ordinary website any more compliant.
Is TCF a legal requirement in the EU?
No. No EU regulation requires the framework. It is administered by IAB Europe, a trade association, and participation is a commercial decision driven by what your advertising partners ask for rather than by what the law asks for.
What did the 2024 court ruling decide?
The Court of Justice held that the TC String, the encoded record of a visitor’s choices, is personal data, and that IAB Europe acts as a joint controller in respect of it. That gives adopting the framework its own data protection consequences, which is worth weighing before treating it as a way to reduce risk.
Is Consent Studio a registered TCF CMP?
Ask us about your specific setup rather than assuming either way, because registration is a formal status and we would rather answer precisely than list a badge here. What we can state plainly is what we do support: GDPR and ePrivacy consent directly, and Google Consent Mode v2 as a Google Certified CMP Partner.
Does Consent Studio make us compliant?
No single tool can, and any vendor saying otherwise is selling you something. Consent Studio handles the part a consent platform can handle: asking properly, holding every tag to the answer, keeping the record, and telling you when the site changes. What you process elsewhere is yours.
Where is our consent data stored?
In Amsterdam, on infrastructure owned and operated by Scaleway, a French company. Ownership matters more than location here: Scaleway is independently French rather than a European subsidiary of a US parent, so neither they nor we fall under the US CLOUD Act. Consent Studio itself is built and owned in the Netherlands.
