What Is a Sovereign European CMP?

Hosting in Europe tells you where your data sits, not who controls it. What makes a CMP genuinely sovereign — and why it matters.

What Is a Sovereign European CMP? (And Why "Hosted in the EU" Isn't Enough)

Most privacy conversations stop at one question: "Where are your servers?"

It's only half a question. Plenty of Consent Management Platforms point to a data centre somewhere in Europe and call it a day. But server location tells you where the machines are — not who controls them, who owns the company running them, or which government can knock on that company's door.

That gap is exactly what a Sovereign European CMP closes.

Hosted in the EU ≠ sovereign

A CMP can run entirely on European soil and still not be sovereign.

Many well-known consent platforms host their data in Europe but are owned by companies headquartered outside it — very often in the US. Under laws like the US CLOUD Act and FISA Section 702, a US-owned provider can be compelled to hand over data it controls regardless of where the servers physically sit. A building on European soil doesn't protect you if the company holding the keys answers to a court in another jurisdiction.

So "EU-hosted" answers where. "EU-sovereign" answers who — and in privacy, who is the part regulators and your customers actually care about.

The three pillars

Real sovereignty shows up on three levels, not one. This is how we built Consent Studio:

  • Ownership — the company behind it is genuinely European. Consent Studio is built in the Netherlands by Vallonic B.V.: no foreign parent, no offshore holding structure.
  • Infrastructure — 100% European-owned, powered by green energy and independently confirmed green by the Green Web Foundation.
  • Data flow — consent signals and visitor data are processed within Europe and never silently handed off to non-European parties.

And being sovereign doesn't mean being cut off: as a Certified CMP Partner with Google, Consent Studio works cleanly with Google Consent Mode v2 out of the box.

Sovereignty is only the floor

A banner and a click were never the whole job. Consent Studio is a full consent stack — Collect. Control. Monitor. You collect consent with a fast, customizable banner, control which data flows through tag management and Consent Mode, and monitor your site with a scanner that continuously flags the cookies, pixels and scripts actually running on it. You see your site the way a regulator would, and catch rogue tracking before they do.

That matters because compliance isn't a one-time project — it drifts every time a new script slips onto your site.

The bottom line

Don't stop at "Where are your servers?" Ask the harder question: "Who owns you, and whose laws do you answer to?"

A Sovereign European CMP gives you an answer you can defend — European ownership, European infrastructure, European data flow — plus a full stack to collect, control and monitor consent. That's the difference between hosted in Europe and sovereign in Europe.
